Moretonhampstead Hospital. I am part of the communications and engagement group working on the development of the health and social care hub pleased to be able to write to you with some updates around Moretonhampstead Hospital.
I have attached several documents that you may find of use, please feel free to share.
- Expressions of Interest Flyer – this has been produced with the purpose of inviting local providers of services to consider whether they might be interested in providing services out of the Hub. This has been shared widely, but please feel free to forward this on to anyone who you think may be interested. I have paper copies so please let me know if you would like some of these posted to you.
- Tour and Talks – we are inviting people to take part in Tour and Talks at the hospital. This is an opportunity for people to have a walk round the hospital, ask questions and hopefully help them start to visualise what the Hub will look like in the future. I have attached the advert for this.
- Public Meetings/Drop-In sessions- we have arranged a series of public meetings across the who of Eastern Devon (East, Exeter and Mid) to talk to people about the future of community health care services. This includes Moretonhampstead and surrounding areas. The dates for these are attached.
- We were pleased to welcome Mel Stride MP to our most recent steering group meeting on 26 August and I have attached a photo of him with several members of the steering group, alongside the new banners currently being displayed outside the hospital.

Postbridge Village Hall Report.
- New Chairman voted in – Paul Hammett
- Duchy has offered the V.Hall a 3 year Water Licence at the end of which the water must be disconnected from Lydgate Farm and the V. Hall have a stand alone supply. A borehole was thought the best option. The cost could be around £6,000 and it was hoped to raise some government funding and apply for funding from the National Park Dartmoor Communities Fund.
- The Hall has received £400 from the Parish towards a new V.Hall sign (the money is now ring-fenced.) Quotes are still be revised and it was suggested that the sign could wait until next year to allow for raising money for the hall.
- A motion was passed to change the constitution of PVH to have a 3yr max. term of office with a third of elected and appointed c.members retiring and having a year break before re-election. This is to encourage new members to join the Committee. These changes will be presented to the village giving 14 days notice of a Special General Meeting where the changes can be discussed.
- A questionnaire is being distributed to every household for their views on the future of the V.Hall. To be handed into the shop or collected by Committee Members by Sept 8th.
- A fundraising quiz in the form of a pasty, pudding and quiz night will take place on Fri Oct 31st. Cost £8 per person – guests to bring own drinks.
- V.Hall Fabric: A v.hall manual is being assembled for users of the hall. Gerald Owen is to be asked about works which he has done and the issue of Certs of Completion. VG will follow up the blocked pipe running outside the Parsonage and V.Hll with W.Devon. This needs to be done before the car park can be completed. S.Agnew to contact tradesmen re the sliding door and lock, the stink pipe and the loft damp.
- AOB A production of ‘Allo Allo’ Christmas at Cafe Rene will be on Sat. Nov 22nd. Tickets £12.50 per person including a hot meal. This will be performed by the Moonstone Theatre Co.
Princetown Community Centre Report
- Help for Heroes BBQ & Family Fun Day on August 23rd 2-4pm .Race Night 7-11pm. Over £500 raised.
- Electrician notified re corridor and outside lights to be repaired.
- CCTV discussed after locksmith having to be called out on 4th August due to vandalism. Everyone agreed that costings be sought.
- Gas and electricity suppliers have been changed. This should give a saving.
- Pre-school remains ongoing.
- Ian Morgan asked that he be sent copies of Council Meeting Minutes.
- New volunteer cleaner from HMP now in post.

The new West Devon Borough Council website for smartphones.
Council services are now available in the palm of your hand after the launch of a new mobile website by West Devon Borough Council. With a growing percentage of people choosing to access the council’s website using their smartphone, the local authority designed a new mobile version to make it easier and quicker to find services. It is now possible to buy a parking ticket, report an incident of dog fouling or even take a photo and send it to the Council via your smartphone.
There is no app to download, simply visit www.westdevon.gov.uk using a smartphone. The new mobile site has colourful icons to allow people to select the top things they might like to access when out and about. The design reflects the services used most frequently and includes apps which allow you to pay online or report information.

Road leading to Princetown car park

Dear Councillors I am writing about the very poor condition of the road leading to Princetown car park. I first contacted Devon Highways in June about the poor state of the road. They said it was not their responsibility but the Duchy. I duly contacted The Duchy and they said it was not their responsibility either! They then suggested The National Park Authority. My husband spoke to them and they seemed pretty disinterested. Three months on the road is in a far worse state and with the approach of Winter the threat of more damage caused by frost. I wonder if you could take this matter on so as to enable the road to be repaired as a matter of urgency. (I use this road daily as I live in Station Cottages.) I look forward to hearing from you shortly! Thank you.

Strategic Housing Land Availability Assessment
Please find below link to the web page for Strategic Housing Land Availability Assessment (SHLAA); a list and a map showing all of the sites submitted for assessment has now been published on this page.
The consideration of land can be a controversial and divisive process, it is therefore important to understand what SHLAA is. The SHLAA process does not make any decisions about whether land should be developed, it is a technical process to consider whether land could be developed. There is therefore not an opportunity for public comment in the process, as this will come at a later point in time, once sites which cannot be developed or which are clearly unsuitable, have been excluded.
We are sharing the list of sites submitted in order to be open with the public about the land which has been submitted for assessment, we also recognise that as this process moves forward it may be of interest to those engaged in Neighbourhood or Community Plan workhttp://www.dartmoor.gov.uk/planning/pl-forwardplanning/pl-localdevframework/forward_planning_ldf_evidence/shlaa

Vodafone currently have an offer to enable 3G connection for rural communities:
The offer is open until 14th Oct, the community need min 4MBps broadband speed and possible sites for the equipment. The only cost to the community is £30 per annum electricity cost.
Vodafone have launched "Open Sure Signal" to help rural communities access 3G coverage in their area. You have up until the 14th October 2014 to apply: You'll need to appoint a Village Champion, have at least 4MBps of broadband speed and several possible sites for the equipment. The electricity cost to run the Open Sure Signal Unit will be £30 a year. More information can be found via the following link and attached is the application pack which contains a list of frequently asked questions. This is an opportunity for your community to become better connected. Please contact Cllr John Sheldon or the Community Team, if you would like to discuss further.

As highlighted in the recent Town and Parish e-newsletter the next Town and Parish Our Plan workshop takes place on Friday 26th September in the Council Chamber at Kilworthy Park Tavistock between 10 a.m. and 1 p.m. This workshop will focus on the options for growth, including type and location, and the role of neighbourhood planning. An invitation is attached. Please ensure that this is circulated to your councillors. Places will be limited to two per parish to begin with but depending on take-up more places may become available. To book places please contact [email protected] or ring 01822 813600 and select “planning” from the menu.

Devon Highways Parish & Town Council Conference 2014
Further to the success of the Highway Matters Conference, which was held on the 14 September 2013, Devon Highways are currently in the process of organising a similar event this year.
As a result of the feedback received from the last event, we have decided to hold two events this year and they will both take place on a weekday;
1. The first conference will be held on Wednesday 17 September 2014 at The Clinton Hall, Merton
2. The second conference will be held on Monday 29 September 2014 at Stokeinteignhead Village Hall
The events will both be the same in content, with a focus of Community Self Help on Highway Works, and will start 9.30 am.
Events can be booked via the Clerk.

Dartmoor Classic Sportive Wash-Up - email from Andrew Watson DNPA dated 20 August 2014

I refer to the letter you emailed to me regarding feedback from the Dartmoor Classic cycling event. I attended the July meeting of the Teignbridge Safety Advisory Group (TSAG) which is attended by district council H&S advisors, emergency services, county council highways officers etc. I represent DNPA.
The July meeting included a review of the Dartmoor Classic event and the organisers were asked to attend.
The organisers gave a brief précis as to how they felt the event had gone, and I led the discussion picking up various points, including the concerns raised by local communities. It was clear that the organisers had not appreciated how their event had been viewed by a number of sources including the Parish Council.
The main outcomes of the review meeting were:
· They will be required to submit an Event Management Plan and Risk Assessments to TSAG for next year.
· It was felt that their current risk assessments and guidance were focused on the participant whilst the wider impacts on other highway users / local communities etc were not adequately considered.
· Provisional route and event plans etc to be submitted to TSAG late 2014 / early 2015
· DCC and the police have offered to drive the provisional route with the organisers to identify likely pinch points etc so that marshalling requirements can be identified at an early stage
· DC organisers should consider training for marshals to accredited level for purposes of Chapter 8 to ensure competency of those working within the highway
